Abstract

Az agrárstatisztikai információs rendszer egyaránt integráns része a statisztikai és az agrárinformációs rendszernek is. Napjaink magyar agrárstatisztikájának változása, fejlődése négy fő tényező hatásának eredőjeként értelmezhető: a statisztika mint tudomány fejlődése, a mezőgazdaság változása, a hazai adatfelhasználók igénye, illetve a nemzetközi kötelezettségekből fakadó elvárások. A magyar agrárstatisztikában a rendszerváltással kezdődően egy gyökeres átalakulási folyamat vette kezdetét, amely még ma is tart. A mozgatórugót a 90-es évek első felében a rendszerváltásból következő társadalmi, gazdasági változások jelentették, majd az EU társulási szerződés alá írása után az uniós követelmények kaptak kitüntetett szerepet. Az agrárstatisztikai információs rendszernek két kulcsszervezete van az Unióban, mindegyik a Bizottság ún. főigazgatósága. Az egyik a Mezőgazdasági Főigazgatóság (DG Agri), a másik a közösség statisztikai hivatala, az Eurostat. Ez utóbbi kompetenciájába tartozik a szűkebben értelmezett agrárstatisztika, melynek moduljai három fő csoportba sorolhatók (mezőgazdaság strukturális kérdéseinek statisztikája, termelési statisztikák, agromonetáris statisztikák). Egyes modulok esetében (pl. termelési statisztikák) csak kisebb feladatot jelentett a harmonizálás, míg másoknál (gazdaságtipológia, farm adatbázis, ültetvénystatisztika, munkaerő-felhasználás, mezőgazdasági háztartások jövedelme stb.) lényegesen nagyobb erőfeszítéssel járt/jár, és néhány - korábban Magyarországon nem létező - statisztikát is meg kellett honosítani. Mára az egyes agrárstatisztikai modulok harmonizációja jórészt megvalósult, mégpedig úgy, hogy sok helyütt - és ez nagyon fontos - a nemzeti sajátosságok megjelenítése is megtörtént, bár e vonatkozásban a belépés után is lesz tennivaló. ------------- The agricultural statistical information system is an integrated part of both the statistical and agricultural information system. At present the changes and development of Hungarian agricultural statistics can be interpreted as the resultant of the impacts of the following four main factors: the development of statistics as a science; changes in agriculture; the needs of Hungarian users; and expectancies following from international obligations. Beginning from the systemic change a radical transformation of Hungarian agricultural statistics has started and is still lasting. In the early nineties its motives were the social and economic changes deriving from the systemic change. Afterwards, subsequent to the signing of the articles of EU partnership, the requirements of the Union have played a prominent role. There are two key organisations of the agricultural statistical information system in the European Union, each of which is a Directorate General of the Commission: DG Agri, the agricultural directorate general, and Eurostat, the statistical office of the Union. Agricultural statistics in a narrower sense is within the competence of the latter. Its modules can be subdivided to the following three groups: the statistics of agricultural structural issues; production statistics; and agro-monetary statistics. In case of some modules (e. g. production statistics) the bringing of Hungarian practices into line with those of the Union constitutes only a minor task, whereas in case of others (e. g. farm typology, farm database, plantation statistics, manpower utilisation, farm household income, etc.) much more effort is required, and even some new types of statistics unknown so far in Hungary must be adopted. The bringing of a number of some modules of agricultural statistics in Hungary with those in the European Union has been already mostly implemented by now. Moreover, in many cases the special national features were also given expression in this process, which is very important. However, in this respect there will still be much to be done also after the entry of Hungary into the European Union.
