Abstract

Napjainkban a mezőgazdasági társas vállalkozásoknál koncentrálódik az államilag támogatott agrár hitelek közel 90%-a. Banki oldalról ez a társas vállalkozások kedvezőbb „hitelképességét” igazolja. Előnyös, hogy az államilag támogatott hiteleken belül a rövid lejáratú hitelek aránya csökkenő, míg az ágazat igényeihez jobban igazodó éven túli hitelezések részaránya emelkedő. A fejlett piacgazdaságok mezőgazdasági hitelintézményeinek magyarországi adaptálását késlelteti a mezőgazdasági termőterületek „fél-piaci viszonyok” között tartása, illetve „belpolitikai erővonallakkal” való levédettsége. Szükséges azonban hangsúlyozni, hogy az üzemképes birtokméret kialakulásáig egyik agrárfinanszírozási intézményi modell átvételére sem kerülhet sor teljes körűen, ám a jó finanszírozási politika segítheti az üzemképes birtokméretek kialakulását Magyarországon. A mezőgazdaság számottevő hatékonyság javulása pedig csak akkor következhet be, ha a hitelt biztosító bankok az általuk finanszírozott tőkés társaságok birtokain érvényesíteni is tudják a jelzálogjogukat. Ennek érdekében célszerű, hogyha a magyar földpiac az EU csatlakozás közeledtével a magyar társadalmi és gazdasági adottságok figyelembevételével megnyitásra kerül, a hitelt folyósító bankok és lízing társaságok pedig a kihelyezett tőke visszafizetés esetleges elmaradásakor tulajdonosi, illetve vagyonkezelői szerepkörbe léphetnek, a korábbi tulajdonosok pedig visszabérelhetik, vagy visszalízingelhetik a tőkés típusúvá váló mezőgazdasági üzemeiket. --------------- At present nearly 90 per cent of agricultural credits supported by the state are concentrated in collective farming companies. For banks this is an evidence of the more favourable creditability of these companies. It is also favourable that the ratio of short-term credits supported by the state is decreasing, whereas the ratio of long-term credits having a period of expiration longer than a year, which are better adjusted to the requirements of the agricultural sector, is increasing. The adaptation of agricultural credit banks from countries having an advanced market economy to Hungary is retarded by the circumstance that in this country agricultural land is still kept under “semi-market conditions” and defended by “lines of force of internal politics”. However, it has to be stressed that no institutional model of agricultural financing can be adopted as long as no farm size fit for work will have come into being, whereas a good financing policy may promote the creation of such farm size in Hungary. As for a considerable improvement in the efficiency of farming, it can only come true when foreclosure in respect of lands of capitalist companies financed by banks granting credits to them will be possible. For this purpose it would be expedient to open the Hungarian land market on the eve of EU accession, of course under consideration of the social and economic conditions of the country. Along with this, crediting banks and leasing companies ought to be entitled to play the role of proprietors or trustees in case of a possible non-repayment of the capital allotted by them, whereas the former proprietors ought to be entitled to re-lease their farms having turned into capitalist companies.
