Abstract
This paper aims at evaluating the capacity of the territorial appro-ach to contribute to poverty issues and Brazilian social inequalities, repre-senting an alternative of employment and income generation in depressed
rural territories. Through Consórcios de Segurança Alimentar e Desenvolvi-mento Local-CONSADs (Food Safety Consortia and Local Development) we
analyzed the potentialities and difficulties the strategy is facing to establish
the cooperation between public power and civil society regarding fomenta-tion, logistic support and canalization of resources for territorial initiatives,
projects and structuring actions that seek employment and income genera-tion with food safety warranty and local development.
