Abstract

Zusammenfassung : Erreichbarkeit von Gütern und Dienstleistungen der Grundversorgung spielt sowohl für Standortentscheidungen und die regionale Entwicklung als auch für die individuelle Lebenssituation der Bürger eine wichtige Rolle, denn die Erreichbarkeit bestimmt neben der Qualität des Infrastrukturangebots die regionale Infrastrukturversorgung. Auch für die Diskussion über die Sicherung der Daseinsvorsorge sind aktuelle Informationen über die Erreichbarkeit von Einrichtungen der Daseinsvorsorge notwendig, um sich vor dem Hintergrund des normativen Anspruches der Aufrechterhaltung gleichwertiger Lebensbedingungen in allen Landesteilen ein sachliches und realistisches Bild über die derzeitige Situation als Ausgangsbasis für ggf. notwendige Politikmaßnahmen machen zu können. Vor diesem Hintergrund befasst sich die vorliegende Studie mit der Erreichbarkeit von Tankstellen als eine, insbesonders in ländlichen Räumen, wichtige Schlüsseldienstleistung für die individuelle Mobilität der Bürger. Als Ergebnis der Analyse der Erreichbarkeit von Straßentankstellen auf Basis eines GIS-Erreichbarkeitsmodells lässt sich festhalten, dass, obwohl in Deutschland die Anzahl der Tankstellen seit 1970 stetig zurückgeht und Deutschland im europaweiten Vergleich zu denjenigen Ländern mit der geringsten Tankstellendichte gehört, im Durchschnitt eine Tankstelle innerhalb von 5,4 Minuten Fahrzeit vom Wohnort erreicht wird. Die regionalisierte Betrachtung zeigt, dass sehr wohl Regionen, v. a. in ländlichen Räumen, existieren, bei denen Entfernungen größer als 15 km in Kauf genommen werden müssen, um die dem Wohnort nächstgelegene Tankstelle zu erreichen. Dies trifft aber nur für einen sehr kleinen Anteil von 0,4 % der Bürger zu. Eine Betrachtung der Erreichbarkeit, differenziert nach Markentankstellen und freien Tankstellen, hat jedoch gezeigt, dass besonders in ländlichen Regionen freie Tankstellen, die ihre Produkte oftmals günstiger anbieten, deutlich schlechter zu erreichen sind als in verstädterten Regionen. Zusammenfassend lässt sich auf Basis der Modellergebnisse schlussfolgern, dass derzeit in Deutschland insgesamt gesehen die wohnortnahe Versorgung der Bevölkerung mit Kraftstoff flächendeckend gewährleistet ist. ---------------------------------------------------------------------------------------------------------------------------------------Summary: Accessibility is as important for location decision and regional development as it is for the individual life situation of the citizens. The reason is that accessibility determines the regional quality and provision of infrastructure. Considering the normative political claim to provide comparable living conditions in all regions of Germany actual empirically sound information about the accessibility of services of general interest are important in order to get an objective and realistic impression about the current situation which can function as input for future policy actions and interventions. Therefore the study focuses on the accessibility of petrol stations as one core service of general interest important for the overall individual mobility of citizens especially in rural areas by analysing the accessibility of street petrol stations based on a raster-based GIS accessibility analysis. The analysed data allows to reason that in spite oft the fact that in Germany the number of petrol stations has been steadily declining since 1970 and that Germany belongs to the countries with the lowest density of petrol stations in Europe a petrol station can still be accessed within 5,4 minutes driving time on average throughout the country. Althought a regional consideration shows that there exists regions with petrol stations less accessible, mainly in rural areas, an estimation of the affected population reveals that only approximately 0.44 % of Germany's citizens have to cover a distance greater than 15 km to reach the petrol station next to their home. Nevertheless differentiating between the accessibility of branded and independent petrol stations the results clearly show that especially in rural areas independent petrol stations which often offer cheaper products are far less accessible than in rural areas. Nevertheless, all in all according to the model results it can be reasoned that the overall provision of gasoline near the place of residence is nationwide guaranteed in Germany at present.
