Abstract

A inusitada demografia da década precedente ensejou uma nova concepção do mundo rural brasileiro, notadamente pela interrupção do declínio da população rural, resultante da expansão da população com ocupação não-agrícola e da população não economicamente ativa, conforme o Projeto Rurbano. O objetivo neste artigo é apresentar os resultados da avaliação do prosseguimento dessas tendências no período 2001–2006. Entre as principais semelhanças aponta-se a continuidade do aumento da população rural ocupada em atividade comercial não-agrícola e da diminuição do pessoal ocupado na agricultura mercantil. As distinções mais proeminentes nesta década foram o crescimento da população rural e a suspensão da redução do pessoal ocupado na agricultura mercantil, com expressiva participação da população ocupada no autoconsumo. Portanto, o “novo rural” persiste como noção relevante para equacionar o desenvolvimento rural brasileiro. A nova ruralidade acentua a heterogeneidade da demanda para a organização pública de P&D para a agropecuária, e tornará mais laboriosa a confecção da programação, perante a falta de recursos e de critérios objetivos para selecionar diferentes projetos de P&D. Isto sugere uma nova conduta que integre a participação de diferentes atores, com a transparência e a governança requeridas pela sociedade, numa nova agenda de P&D para agropecuária paranaense.---------------------------------------------Last decade showed an unusual demography, marked by the interruption of rural population decline as a result of increases in non-agricultural occupied population and in inactive population that engendered a new conception of Brazilian rural world, according to Rurbano Project. This paper aims to show the results of the investigation about the continuity of those tendencies on the 2001-2006 period. The relevant resemblances were increases in rural population occupied in commercial non-agricultural activities and decreases in the rural population occupied in mercantile agricultural ones. Rural population expansion and the stop in reduction in occupied population in mercantile agricultural, with expressive participation of self-consumption activity, were the prominent distinctions of the 2001-2006 period. Therefore, the “new rural” continues to be a significant concept in the design of the Brazilian rural development. The “new-rural” enhances the heterogeneity of demands to the agricultural R&D public organization. It will require more work consuming strategies to achieve a suitable distribution of scarce resources among distinct research goals. This fact allied with the lack of objective criteria to select R&D projects demand a new behavior code that aggregate different actors with the transparence and accountability claimed by society, to make a new agricultural R&D agenda in Paraná State.
